Emily Chapuis

Deputy General Counsel, U.S. Copyright Office

Emily Chapuis is the Deputy General Counsel of the United States Copyright Office. She was appointed effective March 13, 2023. Emily’s portfolio includes overseeing a wide variety of policy, regulatory and litigation matters. She provides legal guidance to divisions within the Copyright Office; advises Congress, the courts, and other federal agencies on copyright law and policy; implements regulations governing the administration of the copyright system; and develops legal positions in copyright litigation and other matters.

Immediately prior to joining the Office, Emily was in private practice at Jenner & Block LLC, where she was a partner in the firm’s Content, Media, and Entertainment group. As a commercial litigator, her practice focused on music licensing, rate-setting, and copyright infringement, and other high-stakes litigation matters. She regularly practiced before federal trial and appellate courts, the United States Supreme Court, and other adjudicatory bodies, including the Copyright Royalty Board.

Emily earned her law degree from Yale Law School, and her undergraduate degree summa cum laude from Tulane University. She started her legal career practicing labor law, and then served as a law clerk to the Honorable Nicholas G. Garaufis of the U.S. District Court for the Eastern District of New York.
