
ABOUT
Andrew Moore is the Principal Counsel and Director for Copyright Policy in the Office of Policy and International Affairs at the U.S. Patent and Trademark Office (USPTO). Mr. Moore leads USPTO’s Copyright Policy Team, overseeing the attorneys responsible for formulating domestic and international copyright policy. He has provided expert advice on numerous copyright-related cases before the Supreme Court of the United States, co-authored major policy studies, and led on copyright policymaking around the world.
Mr. Moore also represents the United States at the World Intellectual Property Organization (WIPO) on a variety of cross-cutting issues including serving as the Head of the U.S. Delegation for both the Standing Committee on Copyright and Related Rights (SCCR) and the Program and Budget Committee. He has in the past served as the Head of the U.S. Delegation for the WIPO Committee on Development and Intellectual Property and coordinated the USPTO’s work at WIPO, the United Nations, G7, G20, and World Trade Organization.
Mr. Moore began his career as a Fellow in the Barbara A. Ringer Copyright Honors Program at the U.S. Copyright Office. Prior to joining the USPTO he also worked in-house, focusing on copyright and commercial litigation, anti-counterfeiting, and trade compliance.
He received a B.S. in Business Legal Studies from Indiana University and his J.D. from New York University School of Law.
