ABOUT
Thomas serves as Legislative Director for Congressman Scott Fitzgerald, a member of the House Judiciary Committee and House Financial Services Committee. As Legislative Director, Thomas serves as Congressman Fitzgerald’s principal adviser for all legislative matters and manages the Congressman’s role as Chairman of the House Judiciary Antitrust Subcommittee. Prior to joining Congressman Fitzgerald’s office in 2021, Thomas served on the staff of Congressman John Shimkus of Illinois, and the Committee on House Administration under Congressman Rodney Davis, also of Illinois. Thomas received his B.A in Criminology, Law, and Society from George Mason University. He is an avid golfer and a devout, but suffering, Chicago sports fan.

An exploration of recent federal policy and U.S. Copyright Office activity addressing the growing number of Performing Rights Organizations (PROs) in the United States and the implications for the live music ecosystem. We will discuss how the current licensing structures and royalty distribution practices impact creators and live music licensees. The conversation will also examine opportunities for collaboration among PROs, creators, and licensees to improve licensing policy, increase transparency, and ensure a more efficient and equitable framework for licensing live performances.
